Election Tabulations Accuracy Every Place -- Catching & Preventing Electronic & Human Errors & Tampering

This flyer announces a program by the League of Women Voters of Naperville about insuring accurate voting.

"Election Tabulations Accuracy Every Place -- Catching & Preventing Electronic & Human Errors & Tampering" is the free public program for DuPage County sponsored by LWV of Naperville on Monday September 13 - 7:15 pm at the Naperville Township Building at 139 S. Water Street in Naperville. Technical, legal, League and Election Commission leaders will examine six ways that election results are vulnerable here and how to avoid, detect and correct these problems for 11/2/04. The solution-building dialog will include the executive directors of the Citizen Advocacy Center -- Terry Pastika (630/833-4080), DuPage Election Commission -- Robert Saar (630/682-7440), party and investigative project representatives and will be moderated by LWV Board member Stephanie Hughes (630/420-4233).

Background & Objectives. The basic issues being examined surround the vulnerability to error and tampering increased by electronic voting, tabulation and transmission procedures -- and how to both prevent and detect mistakes and foul play and to assure accuracy everywhere, every time -- not just when results are contested and an official recount is conducted.

The League of Wo+men Voters at the national and community levels have been concerned about this since the uncertain USA Presidential elections of November 2000 and have promoted the Help America Vote Act (HAVA) in hopes of assuring dependable accuracy of election results. For the first time in DuPage County, on the night of the Primary Elections in spring 2004, the LWV of Naperville sent a technical observer to monitor vote tabulation at the DuPage County Election Commission in Wheaton, IL. And since, the Naperville LWV has recruited another technical expert to consider with the county Election Commission, Citizen Advocacy Center (CAC) attormeys, and LWV representatives how vote counting, "reconciliation", amalgamation and reporting is done. The goal of this collaborative project is "to assess and promote assurance of reliability of election results".

A series of  free public programs during the crucial pre-election summer of 2004 have been advancing investigation and exploration with accumulating, developing insights into the election result calculations issues so central to the viability of constitutional democracy. This culminating program will pinpoint the means at hand to assure sound, trustworthy election results tabulation and transmission -- and test whether there is the will to use them. Though specific to our DuPage County Election Commission systems, the issues are applicable elsewhere around the USA.
